Anthropic to Resume Suspended Advanced AI Fable

U.S. government withdraws export controls

Anthropic, the U.S. startup, said on the 30th it will resume offering its advanced AI model Claude Fable, which had been suspended at the direction of the U.S. government. Global paying customers will be able to use it from July 1 U.S. time, with a move to usage-based billing a week later.

Fable is a sibling model to Claude Mythos, a high-performance model that is strong at finding software vulnerabilities. Anthropic added safeguards to prevent misuse for general use and began offering it on June 9, but on the 12th the U.S. government pointed out a loophole in the safeguards and designated it as subject to export controls. In response, the company restricted use by foreign users and stopped offering it to all customers.

According to a letter obtained by Nikkei, the U.S. Commerce Department notified Anthropic on the 30th that it would withdraw the export-control designation for the latest versions of Fable and Mythos. The decision followed agreement with Anthropic on stronger security measures, allowing the company to offer both models to customers without obtaining U.S. government approval for each case.

Fable is the first case in which the U.S. government halted an AI that a private company had been offering to the public. The dispute between Anthropic and the Trump administration has eased, and the disruption is expected to subside for now.

Usage-based billing only after the 8th, raising costs

The company will resume general availability of Fable overseas, including in Japan, on July 1. But while Fable is highly capable, it uses significant computing resources each time it answers a question. Even after the restart, it will not be unlimited, and usage fees will be set at a relatively high level.

Fable will be included only until the 7th in fixed-fee plans such as individual subscriptions priced at $20 to $200 a month, or about 3,200 yen to 32,000 yen. Usage will still be capped during that period, and from the 8th onward only usage-based billing will be available. For companies and developers, Fable's usage-based rate will be set at twice that of Opus 4.8, the next most capable model. Cost control for employee use is likely to become a challenge for companies.

Ethan Mollick, an associate professor at the University of Pennsylvania who specializes in AI, said of Fable that it has many effective use cases for companies, but is overpowered for ordinary consumers. Anthropic also unveiled a new lower-cost model, Sonnet 5, on the 30th. For customers, the importance of using multiple AIs, including lower-priced versions and external open models, for different purposes is increasing.

Even when Fable was offered in June, some companies were cautious about adoption. That was because Anthropic changed its data retention rules, adopting a policy of retaining corporate customers' usage data for 30 days for advanced AI. The company cited misuse prevention, but concerns also emerged that conversations with AI would be fully visible to Anthropic. Harvey, the U.S. legal AI company, did not adopt Fable as its standard model, saying the inability to set the data retention period to zero was a deciding factor for many customers to pass on it.

Mythos 5 to expand gradually

For Mythos, which has strong cyber capabilities, expansion of availability overseas, including Japan, is expected to proceed gradually after the 1st. Anthropic had resumed offering the latest version, Mythos 5, on the 26th, but only to companies and government agencies in the U.S.

With the export-control lift on the 30th, it will be available to overseas companies as well. However, because the U.S. government had previously expressed concerns about some recipients, the company is expected to decide the scope of access based on discussions with the government. Anthropic said it will continue working with the U.S. government to expand availability to a broad range of partner companies in the U.S. and abroad.

In early June, the company expanded the offering of Mythos's initial version, Mythos Preview, to about 200 companies and government bodies in more than 15 countries, including Japan. It is still believed to be available in Japan.
