Enriched uranium to be handled in final agreement

Bloomberg reported on the 17th the full text of a 14-point memorandum to end fighting that the United States and Iran are scheduled to formally sign on the 19th. It said the treatment of Iran's enriched uranium, a key point of focus, will be confirmed in a final agreement to be compiled within 60 days.

Sanctions relief and economic support outlined

The memorandum said economic benefits the United States will provide to Iran, including sanctions relief and reconstruction funds, will also be promised in the final agreement. After the formal signing, the United States will immediately lift maritime blockade measures targeting ships entering and leaving Iranian ports, and passage through the Strait of Hormuz will return to pre-conflict levels within up to 30 days.

Timeline for nuclear issue and troop withdrawal

The Iranian side will explicitly state that it 'reaffirms it will never produce nuclear weapons' and will declare an immediate and permanent end to the war on 'all fronts', including Lebanon, where Israel and the pro-Iran group Hezbollah are in conflict. It promises to conclude the final agreement within up to 60 days, with the option of an extension by mutual consent. The United States will withdraw its forces from the surrounding region within 30 days after an agreement is reached.

Freeze on assets and verification framework

It gave no details on the remaining enriched uranium, saying that 'the conclusion of enriched material and other nuclear-related issues will be properly addressed in the final agreement'. 'All types of sanctions' imposed on Iran will be included in the final agreement, and the United States will prepare a plan with $300 billion in funding for Iran's reconstruction and economic development. Frozen assets will also be released in line with progress in the final agreement. After the agreement, a mechanism will be established to verify implementation.

The two countries also promised that they will not take hostile actions against each other and will refrain from threats and the use of force. They also vowed to respect sovereignty and territorial integrity and avoid interfering in domestic affairs.

The United States and Iran have not publicly released the memorandum. The U.S. administration said President Donald Trump, Vice President JD Vance and Iran's parliament speaker Mohammad Bagher Ghalibaf have already signed it, suggesting the use of electronic signatures. A formal signing ceremony is planned for the 19th at a resort in central Switzerland.
