IRIB reports draft with US
Iran's state broadcaster, IRIB, said on the 27th that it had obtained a draft memorandum aimed at ending fighting with the United States. The draft says Iran will not unconditionally open the Strait of Hormuz and instead will control ship passage itself.
The draft consists of 14 items and is described as an informal document at an early stage. Iran has long asserted its 'sovereignty' over the Strait of Hormuz, and by again putting control of vessel transit at the forefront, it appears to be seeking to check the United States.
White House calls it fabricated
The US White House said on social media that 'reports by media under Iran's control are baseless, and the memorandum they 'announced' is a complete fabrication.'
According to IRIB, the draft would see the United States lift its maritime blockade on vessels entering and leaving Iranian ports, while Iran would restore transit through the Strait of Hormuz to pre-conflict levels within one month.
In addition, Iran would receive fees for 'services' such as navigation management in the Strait of Hormuz and cooperate with coastal state Oman. Iran's foreign ministry has previously said it would not impose transit fees, but that a 'fee' for navigation services would be necessary.
US President Donald Trump said on the 27th at a cabinet meeting at the White House, when asked whether Iran and Oman would agree to manage the strait, 'The strait is international waters and no one can control it. It's part of our negotiations.' He indicated he would not concede to Iran, which seeks to manage the strait. He also said of Oman that it would 'act like any other country,' suggesting it would not side with Iran.
